You know very well that the international criminal court has just been set up recently and also that the US (and Australia despite us being one of the early instigators of the court) has refused to sign up to it.
Otherwise there is only the UN to exercise sanctions against countries - the UN doesn't issue hits on heads of state.
If all the countries agreed to an international legal system then mass murderers could be tried and locked up. However the US in particular sees the court as a threat to its unilateral power to act illegally against any other country.
When Eichmann was kidnapped it was illegal. That's why it caused a stir. It was hardly a fair trial in Israel as well.
There is only one way to combat terrorism - the way civilised countries such as Indonesia do it. A fair trial in public so that while the criminals are seen to be criminals and the rightful authorities are seen to be just and fair while applying the law.
We, the poms and especially those neo-barbarians in the states are merely rival terrorists. The Israelis are worse - aggravated and calculating terrorists who manipulate their allies and their enemies to suit their objectives. Maybe that's why Hitler was so anti.
