Thats a fair answer , how ever Russia are saying that production expectations have fallen and are not likely to rise any time soon for the export market, and that domestic use will be required more to full-fill their own needs. so i believe they are possibly thinking along the same lines as Indonesia / Philippines ....refine their own end products, and reduce the need to buy back the finished product from China.
