Maybe this is being built up for a capital raising at around 35 cents. They could issue 30m shares to raise $10m to fund exploration in their 100% owned properties and should last them for a couple of years given what they already have. Total number of issues shares would only rise to around 115m which is pretty low compared to other companies.
