Maybe I can help goody, I'd be guessing that the development process was laid out in the Chinchilla operation when Dr Len undertook the work and Bondy took it into Linc. (Btw my spies tell me a large seller has finished selling Linc . . . maybe that was Dr Len?). However back to PCE, roughly it appears to be:-
1. Drill enough holes to identify a resource of a few million tonnes (or enough to support several 40MW generation plants for over thirty years
2. Carry out studies on water table, geological structure et al
3. Create the equivalent of a bankablke feasibility study
4. Do lots more drilling to prove up exactly how to carry out the operation
5. Start a pilot burn and build the power plant shortly thereafter. Btw it appears from a number of international papers that this stuff is instantly scaleable . . i.e. a 40MW plant can be extended easily.
Appears it took Dr Len a year last time from scratch to do this, but with the supposed fast start they keep claiming and prior knowledge, should be quicker this time?
Hope this helps goody . . . search UCG if you've the time . . . lots to look at. think there's a MElbourne conference coming soon as well . . maybe wrong on that, but I'll do some research.
