I think this is only one of many that WPL wouldn't like and was trying to circumvent.
As well, someone also mentioned could be back door deals between WPL/COP, and WPL/CNE but left FAR out and I would think then Petrosen as well. Hence the cheap price. Could this be the missing details that were in dispute.

If this were true, then it is intend to deceive.

Is collusion to deceive a crime? Bit hard to prove but.
