It looks like a poorly scanned version of the signing page, or actually more like a picture taken by a cellphone of the signing page and they merged it with the other pdf pages afterward. This happened when there was no director around to sign the 4E so one of them had to print the signing page out at wherever he was, signed it and scanned/took a picture of the signed page and sent it back to the finance team for compiling with other pages. It's in poor taste yes, but not dodgy. Every company does it this way, they just handle the scanning better.
