Could be a release aimed at WPL folks. It doesn't recognise them one iota and makes it clear they are waiting on COP for the PE opportunity as no notice has yet been given.
Wonder what PC will blab now as he was practically demanding that FAR state their intentions. I think those intentions are clear personally.
