I see the following scenarios.

Options left for COP
1.) If everything is just an oversight and there is nothing more to it, reset PE and quickly. This is the most obvious.
2.) Stress out FAR and hope they'll go away or until Senegal gov't steps in. This must to most confirms a back door deal; and gov't sentiment won't be positive under that situation.
3.) Go to court at the risk of offending the Senegal gov't, as they have already hinted their preference.

Options for FAR
1.) Do nothing, say nothing and wait for the reset then PE, but utilize govt influence.

Options for WPL
1.) Talk about it

I think COP is really has one one choice. Option 1, else it does bad.
Remembering that Senegal gov't decision is not bound by legalities.
CN going to Senegal may well be to avoid COP taking option 2 or 3
