My point is, there are certain expectations on Skippen, by virtue of his leadership position in the company, that do not apply to other 'normal' workers.
Of course he has no legal obligation to purchase shares. But the market expects and wants to see this. And considering his large salary (not to mention his direct responsibility for the co' current problems) its not unreasonable to expect he would have purchased more shares than he did.
