billy, when you refer to cost of supply, I assume that you are actually referring to the cost of collection and delivery.
Nature is the actual supplier of the water, and given the existing available water supplies have to be delivered to an increasing population, nothing is being factored into the existing price to delay the cost of increasing the replenishment rate in the near future.
