So that means that everyone can put up a sky scraper without any building regulations, drive on the wrong side of the road (even drive on footpaths), manufacture food but not have to comply with hygiene and ingredients laws, run a hospital without qualified medical staff, allow anyone to fly an airplane anywhere.

Is that what you mean? If so can you explain how there could be any airports, roads or sewerage? How would cities be organised ie planning so that skyscrapers did not take all the sunlight and be crowded right up next each other. These are only some of the questions that come to mind.

Unless of course you propose a return to the hunter/gather mode of around 10-12,000 years ago. Bit difficult with 7 to 9 billion people on the planet.
