Quite possible but I will note that in the announcement it does not actually specifically say that Toomai will provide TV2 with Capex 1mil to upgrade. It says Toomai will provide capex 1mil for head of expansion. Interpreting the wording here but see the difference. Plus I doubt small TV2 have staff avaliable to perform upgrades etc. I would guess Toomai would fund a contractor to perform the necessary upgrades. This might seem like nit picking words and a useless topic but I think it's important to try our best to understand the added or minimal value these upgrades give TV2. Especially since I'm a bit weary of this deal bringing in any money. But hey if it gives us some better infrastructure that tv2 can use down the track I'm all for it.
