Your last paragraph is not yet proven, (LWP is not being being raided by the ATO and police, and until it does, i dont think anyone is being "had" etc) and is only your theory at this point in time. The company has announced plans and proactive movement on the India JV. I think that the company is only just getting out of ground is now pushing to make some $$$ and using its every dollar to give it a good go. I believe the US will be a big client from the Indian plant and when that is up and running, that's when we will see this wheel start turning. But unfortunate it is still a little while away.
It is also human nature to not fail. I believe management rather make this company great than do back door deals. They have so much shares of their own invested in this that they would make a bucket if the company easier doing it the right way.
