Do you think anyone would pay for this? Unless revenue from advertising can support this business model, IMO no one in their right mind would pay for this service.
I believe that ip addresses used to be policed, and I'm pretty sure someone who can't post within the TOU's is not bright enough to get around it.
For what it's worth I have just emailed my suspicion to HC support.
