    Honestly. I thought the testing was stopped mostly due to running well, well over budget and the wet season looking to increase that even more. So more financial than the actual rain itself but the wet being easier/politically better to blame and the macro's squashing hopes of finishing off (or maybe they thought they'd got just enough to move onto a horizontal?).
