I'd rather they took 2 more months and nailed it. The benefits listed there of moving the plant especially away form a heritage listed area I think will be worth the wait, the most important part of the announcement to me was:

preliminary discussions have been held with potential project financiers.

Remember we got that new guy in not that long ago so it's not a surprise to me that now he is up to speed that the move in the plant location is something he has wanted to change and he was brought in to make this sing so I am not surprised there are changes.
