I'm pretty sure any backer FAR may have would not trust hundreds of millions to RISC alone.
If the case then there is no logical reason for FAR not announcing their intention to preempt subject to COP providing the financial information for Senegal BV prior to Aug 14th. The fact that on Aug 23 that FAR releases the RISC report at 11AM and then holds off on releasing the preemptive dispute announcement until 2PM, 3hrs after the RISC would suggest otherwise IMO.
