    It's all been leased out to different companies.
    ElectraNet manage the high voltage transmission.
    SA Power Networks manage the distribution.
    Others manage the generation.

    Being monopoly utilities they have their prices set.
    If they proposed spending more on the network first they would make a submission.
    Their prices are set for a multi year period.

    I suppose the problem is that we don't know what the actual chances are of another tornado producing low pressure cell passing over that region of SA are.
    We don't have long enough records to determine that.
    They rated this storm that has just petered out as a 1 in 50.
    Whose to say that this might change in the years ahead.

    Not that long ago we had a very long drought, which prompted State Governments to build desal plants.
    the drought ended and now people are saying the desal plants are white elephants.

    Anyway the storm has died down, the line workers knocked off a bit early last night to rest up in preparation for the work ahead.
    Storms last night belted the hills area bring down trees and causing flooding with more power outages.
    As the wind drops and the sodden ground dries out a bit the workers can continue reconnecting those areas that remain without power.
