Recycling will be mandated in accordance with existing policies, even if it happens via subsidy. Not recycled twice, infinitely, with just small losses on each go-around once the tech is perfected. But it's not going to put an end to exploitation from mineral resources, just help wind it back to the lowest cost producers, as will all expanding sources of supply, be they in-ground, in brine or in spent batteries.
