Could I speculate that the polling could be about HDR management trying to position itself for a possible no vote and dealing with all the egg on their faces.
If they believe a no vote is now likely, and in light of recent favourable news, they could well review the Board recommendation. The cost of doing so and changing it would be a paltry USD(?)14m which, when compared to the potential value that would be built into the stock since the offer, would not be a high price to pay.
From the managment's perspective, a no vote would virtually seal their fate for joining the dole queue. So, it makes sense to me that they would be establishing the possible scenarios in the interests of self preservation.
Just speculation on my part, and perhaps a bit cynical, but seems plausible.
