Celgene are vanishingly unlikely to become a partner because they had a year with a right of first refusal to negotiate a deal. It didn't happen. MSB don't claim to be in advanced negotiations, they just claim to have high level contacts with Celgene as they do "with many other companies".
Teva is interested in clinical trials with a reasonable chance of success, not in funding trials that have already had an early readout with a negative result.
