A carer in some cases has a 24hour a day job looking after their incapacitated family member and the carers pension is basically subsistence money otherwise the carer could starve. The only other option is for the person being cared for to go into say a high care govt subsidised facility that involves paid staff and expensive infrastructure far in excess of the pittance a home carer on a carer’s pension would receive. Think about it.
