Back in ’76, (when then 36yo) after 7 years in 3 qualified Accountant roles in Nauru’s phosphate mining enterprise, I flew to London, the place to get o’seas work FROM, rather than back in Oz where such limited opportunities ever arose, because London then had many HO’s of major enterprises situated in countries o/side UK, (& no doubt probably still does!) e.g. Firestone Rubber in Liberia. (IMO the major reason for those HO’s still being there is that for several years after the end of WW2 many countries became independent of  the British Empire but they still retained their “commercial” ties in major private enterprises).    After 4 months there, unsuccessfully applying for advertised positions – against then Greater London’s pop’n of 20m (= to Oz’s entire pop’n then) I discovered an ad from a recruitment consultant who specialised in compiling a 1-page letter (with a number of significant bullet points) based on your Resume. For half-a-week’s pay – plus 1^st class postage – they would prepare 100 originals of the letter, for me to sign  them & mail them out to the Personnel Manager of their database addressees - of the HO’s of Companies engaged in industries of your choice, &   - operating in countries of your choice    guaranteeing 100% del. of every letter i.e. if some letters were returned (in my case 11) they’d then supply you another 11 letters to another 11 addressees.   Out of the 100 I posted, I got back 70 replies – “no job”, 26 no replies at all, and 4 job offers! 1 of which I accepted for a new construction co. based in Dubai. Back later in Oz, in ’91, began the “recession we had to have”.  Of necessity, I then chose to do the same 1-page letter thing myself, to 30 companies in the Eastern Subs. of Melbourne, and again (in the same ratio as for London) I got 21 “no job” replies, 7 or 8 no replies @ all, & 2 job offers!! In late ‘94, I had to repeat the process, and again got a similar ratio of replies as for London. The job I got, which began in Sep 94, was expected to last 3 months. I retired! from that position in Nov. 2006!!! In ‘96 I then advised my 2 late-teenage kids to do the same thing once they’d completed Year 12.
My daughter was 1 of 2 successful applicants for 2 temp. positions, on Great Keppel Island (off the E Coast of Qld),  out of 100 applicants, for the end-of-school to start Uni holiday break.
The whole reason for telling you all this – is that, as you’d probably anticipate – that even in a thriving economy like Germany’s – Personnel Managers get 10’s of letters a DAY from hopeful job applicants, BUT writers send a 3?-page dossier as well! (their CV) telling the PM how great they’ve been in past positions. PM”s just don’t have the time to read thru all these dossiers – BUT, they’ll read a 1-page letter!
So, my suggestion is you compile a database of all the German recruitment consulting firms you wish to contact there – phone or write to them & ask them if they can do for you what was done for me in London. Make them a financial offer! (of fee for work done). They might be surprised at you suggesting the idea! being something they’ve never done before!    Best of  luck.
