Typically these offers to instos work like this. They garner interest from sophis for a placement through their broker. If the interest is there they then announce a trading halt and formalise that interest into a bonafide placement. usually a couple of days is enough to do this. But if they have trouble formalising that interest (ie investors pay their cash) then it can take longer and of course a suspension is then required.

They can't really pull the pin on a CR. They need the cash so it all comes down to what offer will entice.
