AVQ didn't get all the rightful clans/tribes agreement so the other clans/tribes went to the CoA (so either they knew this and continue on the path "hoping" everything would be okay), and knowing the CoA was occurring, they also spent on JORC of Isabel during 2014-2015 spending $9-11M on exploration from CR, despite the CoA proceedings and getting PL of SJ in March 2015........
