I was actually going to reply a similar thing - but to his point, he could mean - if you expect the share price to touch 9c you may sell now to reinvest your gains back at 9c. Which is a valid point assuming that you have all the relevant ducks in a row (i.e tax position consideration, re-entry strategy if 9c is not hit etc.).
See I made his point in a relevant way without downramping like a fat kid who missed out on the last ticket to the all-you-can-eat donut convention*.
*not a real convention as far as I'm aware - apologies to any who got excited.
