The simplest assumption would be that they weren't responsive pre-licence because they had nothing to report and that's awkward and embarrassing. In the worst case, they might have been drawing up their own exit strategies and eyeballing the life rafts.
Now they've got a licence and something to report and the ship isn't sinking so it's "no burden". The way people answer questions can be more telling than what they actually say.
