I would disagree with you it says they were "in talks". When you are in talks it means you are showing an interest in doing a deal, discussing the pros and cons. The article clearly leads one to believe that The Board were talking to all three parties at sometime or another and came to the conclusion that for them the recommendation would go to to Tullow. That is a fact as indicated by that article. If you are approached and you are not interested you are not "in talks". They listened to Mr Potter but could not match or better Tullow IMHO unless you know otherwise
As to the second point raising Capital, Australia were not interested last time because Mr Potter had to come to London for help. The share price subsequently bombed so raising further capital would not have been easy. Farm-outs did not occur. I wonder why? Did they try and there were no takers at a decent price. Who knows?
Thats the way I read it until I see something different in black and white
