re: placements uniongroove, I don't think that is the point. The market is the market and short term fluctuations will occur. Had the stock gone up would you have agreed that IBR had done the wrong thing then? The point is why doesn't IBR (and companies like it) look after its shareholders rather than give free kicks to others. It is a lot easier to raise via institutions I know but it is NOT in the interests of loyal shareholders.
