An interesting one...
This extended delay is not likely due to a technical or code problem with the app IMO and is more likely a commercial consideration for Apple.
Ask yourself a couple of simple hypotheticals;
How do Apple make revenue from selling there mobile devices?
How do Apple - more importantly - maximise revenue from selling into operators (Telco's)?
Does the measurement of Kb, Mb, Gb's et al by Apple users come into the current commercial consideration?
I don't know ....however, think of the situation this way.
If the app does what it says it does and Apple have proven it's merits in their own testing ...then, as an Apple user browsing just as much as they typically would but using LESS DATA - perhaps up to 50% less due to using the app is probably not in Apples (or an Operator) best interest - would it not?
