Mike, I tend to agree with the others, there is no point FAR updating until there is something material, otherwise it sets a false expectation horizon that can be used in negotiations against FAR's (and our) interests.
PDN (for example) got played by the Chinese recently by releasing a premature announcement in the middle of a negotiation, the Chinese used this to delay, and PDN SP is way down as a result.
