Pilot plant did cost millions but rebates in Germany for research and capital expenditure are good. Previous reports of capacity was 100-200tpa graphene at 2% graphene yield but now they have 76% yield of graphene products. The site is pretty big if you look at previous pictures.
Capacity and capex/opex is not the problem, it is sales/market for product.
