OE is a bit of a weak crux you frequently use, but really it is probably more uncertain than PS/Roc atm, and time wise not even likely to be sufficiently ahead of Roc/PS if ahead at all. We also know little about size, but indications we have suggest it would not be supporting much else. Furthermore none of us have any idea what oil price hurdle would be required. If they find enough oil and it can be produced easy enough then it might fly on a lot less than USD50, we simply don't know.
