If there is corporate activity going on with the joint venture partners then it may be in COE's interest to withdraw. For example, changes/takeovers could see the project mothballed as priorities change. Pure speculation on my part of course. I don't know why COE sold, but I am prepared to trust for now that management have got wind of something and have withdrawn for the right reasons.
