You knocked it on the head. there is no if, probably or maybe's about contracts, especially when they have been initiated by government at this level.
I'm a Senior Contract Manager both in private and government sector globally with the latest few being >US$2 Billion each There are no short cuts and pricing doesn't come into it 49 times out of 50. It's the ability to adhere and complete the requirements of the project and past proven experience.
Contracts are not one sided, they are negotiated and the vendor signs once they and their lawyers are satisfied it meets all sides expectations also as you know. Contracts are always open for further review if issues arise and are beneficial to both parties., Amendments can be made.
There has been no mention in any communication by the company regarding logisitics of PASS then we could be highly confident that no EOI has been put forward to Tenderlink/Tenders Vic.
We have a hole, they would like to fill. We have the EPA approval and all will be finalised.
Kudos to Mike for figuring out there is very healthy profit to be made out of PASS after being courted by the construction companies.
