Mining licence could be any day now. Offtake agreement could also be any day (or it could be February, who knows?). Some people are obviously getting impatient - maybe they plan to buy back in at a later point. Me, I wouldn't want to take the risk of missing what will be a sizeable jump when either of those announcements comes out.
