it has also been implied by some that its for working capital and the word on the street is they are having trouble placing it(hence the delay) how much of this is true who knows but i wouldn't build up to much hype just in case,i'm hoping the delay is to get a positive ann't out before they close the c/r but that's just my glass that's always half full - time will tell
