NFC may be locked for the time being.
I think it will be unlocked but perhaps not to other payment providers without apple getting a cut.
In time, Apple may unlock it as there are many uses for NFC.
Apple had Touch ID locked for some time, and that has been opened to developers.
Samsung devices will overtake Apple for NFC applications if Apple are not careful.
All IMO... I have not seen any official Apple documentation stating it is locked.
Xped would be in the best position to answer this question.
Perhaps Apple would like to be an ADRC/Xped partner?
