The other thoughts on tidal range is that for a small tidal range as long as it is in a high energy are then why bother and you always have some options of "windows"in the buoys that change energy level by differing the drag created.

There are massive forces at play so whatever it is it has to be dumb and simple with known technology .

That may mean the hydraulic ram is actually ocean bed mounted ( not as easily serviced etc ) but they already have experience as it is so similar to Ceto 5 set up and would understand the dynamic loads and not cause massive bulk and complexity at the buoy

There is a lot known about dynamic loads on tethers due to all the work done on dynamic positioning oil rigs done with cables , and also the dynamic tension winches on ocean going tugs but placing that technology underwater on sea floor is hard and also in a buoy not easy.

I'm still yet to be convinced a suitable strength tether with a long operational life is possible from what I have read with the forces a buoy that size could generate and without the dampening affect that existing systems use for anchoring where chain dampens loading and movement
