I think his advantages are his contacts!
have a look at his job description - "...In this role, Dag will be charged with driving business in the federal government and state government sectors, as well as international business opportunities. "

then have a look at his previous experience:
"20-year career as an F-16 Mission Commander and Presidential Advance Agent, with a focus on
standardization, regulatory compliance, and operational excellence.

"His previous experience also includes time as General Manager for National Specialty
Aggregates LLC, a subsidiary of Pebble Technology International, Inc., and most recently,
as Director of Flight Standards for NetJets Aviation, Inc. where he interacted with federal
regulatory agencies on a daily basis..."

I can only imagine the wealth of contacts he must have in Federal govt in particular.
Alexium is an Aust coy doing business in US. They have developed a fire retardant, which they have managed to trail with US military, and now working on US marines, for use in the military's uniforms.
To achieve this goal of getting sales to US military, AJX have permanently located their CEO in Washington. It seems all he does is network with US officials and military. It is that networking and level of contacts which I am certain got AJX their business.

Equally with EDE, they have a "disruptive technology" which the have to sell to Govt agencies.
I gather Federal funding is crucial in so much of the US infrastructure, and getting Edencrete approved at a Federal level would be huge.

So I have no doubt that Dag's (such an unfortunate name from an Aussie perspective) contacts and experience, would be a huge plus for EDE. Just imagine 20yrs of network contacts from his Air Force career, and the work he did at NetJets. His military career alone would open doors.

We can watch to see how they go. I know from watching AJX that it takes time to get business moving at Govt levels, and I think it is harder in US govt levels, simply because it is so big, and hence bureaucratic.
    cheers
