Some people are able to make a big contribution without having the skill set needed to be a top Leader. A person can be top notch as a Treasurer or Minister or as just a humble backbencher but not meet whats necessary to make the grade as leader. Whenever those that were promoted to Leader beyond their level of competence it has usually ended in disaster. Disregarding political bias, people like Hawke and Howard were imo natural leaders as well as Menzies whereas there were a litany of others some of whom made massive contributions in various roles but failed in the top leadership stakes.
