If they had updared shareholders on the 13th November when they received notice, that would have been respectful to shareholders.

Sounds like more issues than just safety contracts to me. Face to face meetings required with the gov and land owner, interesting. Whats happened in the 17 days since then?

Funds will be starting to look a little low come late Jan/feb unless they cut down on expenditure.

I suggested a week or so ago that things might go from bad to worse and pretty much got shot for it. Well, try and positive spin this one, add to everything else going on you now have delays until late January at least.
