That is for cut and polished stones of the highest quality. The price to look at is what their neighbour GEM is getting which is around US$650 a carat for rough rubies. They probably have over 1000 carats by now so that is inching up close to a million dollars. If you have these you don't need to head back to the market for a rock bottom capital raise.
You are right asking why is the price still going down? Good for those of use that want to buy more shares (I picked up another parcel yesterday).
