Re toxic waste and the steel industry streams.... my understanding is that mill scale is mostly just iron oxide and not particularly toxic. (Except that "toxic" often gets attached to any industrial waste in the media)

Baghouse dust is another kettle of fish. Depending which section of the process the dust has come from, it would be partly precipitated lead and zinc fume from scrap metal.

I'm not sure where that material fits into the APG scheme of things.

Is pickle liquor toxic?? It is sometimes used as a water treatment chemical. In the right spot, it could be argued that it is beneficial to the environment Much of the ocean is limited in life due to iron deficiency. But then, when Tioxide used to dump iron solution into the ocean off the NW coast of Tas, not much light managed to get to the bottom!! I'd call it toxic.
