    Hi Jasmac/Indocopper.....to my knowledge the SIG can invite AVQ at any time to apply for a ML...in any event AVQ can apply at anytime ,as long as they hold a PL and a SSA which I believe for SJ they hold both. it normally takes about 4 weeks from application ,hope this helps....cheers
