Plenty of plants run over 100% nameplate design capacity, for lots of reasons.
When a turnkey plant is built with a process guarantee, it is common to over design to ensure the process guarantee is met easily and quickly as there are often liquidated damages associated with not meeting it.
Additionally, as de bottlenecking occurs over time and knowledge how to run the plant improves it is common for significant improvements to occur in production over and above the original nameplate.
Some don't, but sometimes there is motivation to engage in wishful thinking on the nameplate to get financial backing, think Anaconda Nickel.
Based on my understanding of the process at Mt Caitlin it reasonably straight forward, should not be too hard to work it up in tonnes, and plenty of cash to add extra equipment if needed to get over a bottleneck.
I have worked on turnkey mineral processing plant, designing and commissioning the control systems and seen plenty exceed 100% in the first few days. I also currently optimise the process controls on one of the largest gold producers in the world - their plant is quite old but doing almost double original design throughput.
