I think CAZ could loose. Why? because s.111A gives the Minista broad powers to decide in the Public Interest. Or at least that might be what the JR finds.

In other words in reality the outcome of the JR is a BET. Even though I can find arguements why CAZ might win.

Unless someone can tell me absolutely that when the RIO mob's Shovelanna tenement expired, so too did the public interest in the RIO mob's security of tenure over Shovelanna......now to me, to be honest, I feel it did.
