Yes that would appear to be true, Mal's government has managed to secure some minor budget cuts baked into forward estimates by the previous Labor government. And I would strongly agree with you that it is a massive way short of what needs to be done to fix the structural budget deficit (and I agree middle class welfare is a major component - one of a few).
