There is a very good reason why one or two things are a bit later than people expect, and I'm not at liberty to spell them out, out of respect.
On this occasion I think that Pokerface has it it correct.

Remember there is no way in the world that the DMP would give a company permission to do the earthworks that have started unless you were virtually guaranteed to get all your permits. They have allowed us to start earthworks, including upgrading the road into the site and the area for the 300 man camp, which comes to a fair area of land cleared. No way do you get permission to do that unless you are getting the permits. So for me that announcement about turning the first sod was incredibly important, as it stated a lot more than appeared on the surface.
