Why would Australia want a flat tax system?

Wouldn't such a system make the rich richer and poor poorer?

Look at say 20% tax and incomes of $30,000 and $300,000.

One takes home $24,000 and the other $240,000.

In the current tax system the $30,000 earner is probably paying more tax in the new flat rate system and the $300,000 earner is probably paying less.

The poor get a tax hike and the rich get a tax break?
